ニュージーランド地震で、外務省は1日、クライストチャーチ市内の語学学校で被災した日本人安否不明者のうち、東京都大田区の日向里香さん(30)の死亡が新たに確認されたと発表した。日本人の犠牲者はこれで27人となり、不明者は残り1人となった。

NZ地震:日本人2人の死亡確認

【クライストチャーチ矢野純一】ニュージーランド・クライストチャーチ付近の地震で、日本政府の現地対策本部は24日、安否不明の日本人のうち、 新たに神戸市垂水区の看護師、大坪紀子さん(41)と、埼玉県川島町の山口綾子さん(30)の死亡を確認したと発表した。これで、被災した日本人学生28 人のうち身元が判明していないのは4人となった。

2人は、被災者が最も多い同市中心部にある崩壊したCTVビルに入居していた語学学校「キングス・エデュケーション」に通っていて、犠牲になったとみられる。地元警察当局は、死者・行方不明者総数を約180人としており、これまで155人の氏名を公表している。

ニュージーランドの地震で、安否が不明だった日本人3人の死亡が新たに確認されました。

外務省によると、 死亡が確認されたのは福岡県福岡市の波多祐三子さん(29)、石川県津幡町の百万元輝さん(27)、石川県白山市の北川泰大さん(39)の3人です。歯型 や着衣が一致し、8日に日本の家族に伝えられたということです。3人とも、クライストチャーチの語学学校「キングス・エデュケーション」に留学中でした。 これで、日本人の死者は合わせて7人となります。

ニュージーランド・クライストチャーチ付近で起きた地震で10日、新たに日本人3人の死亡が確認された。

外務省によると▽福岡市出身の看護師、波多祐三子さん(29)▽石川県津幡町の看護師、百万元輝(ひゃくまん・はるき)さん(27)▽同県白山市出身の元新聞記者、北川泰大(やすひろ)さん(39)で、今回の地震による日本人の犠牲者はこれで7人になった。

北川さんと十数年の親交がある金沢市の寺越友枝さん(79)は「北川君なら大丈夫や」と待ち続けたが、自宅で悲報を知らされた。

寺越さんの長男、武志さん(61)は1963年に日本海で行方不明になり、北朝鮮で生存が判明。友枝さんはこの取材をしていた20代半ばの北川さ んと知り合い、共に5回訪朝した。北川さんは、「北朝鮮は寒かろう」と言って誕生日にブランド品のマフラーを贈ってくれたこともあった。

最後に会ったのは昨年10月。北川さんが日本をたつ前日だった。自宅で一緒におでんを食べ、「早く英語を習って結婚せな」と言うと、北川さんは 「慌てなくても」と笑った。別れ際には「帰ってこんかもしれん」とも話し、友枝さんは海外に飛躍する意味かと思ったが、後の運命を暗示する切ない言葉と なった。

国際看護師を目指していた百万さんの祖父母宅=金沢市=では、親族が「苦しくなかったのかと考えるだけで涙が出ます。帰ってきたら、優しい言葉をかけてやるつもりです」とのコメントを出した。

ニュージーランドの地震で、新たに富山外国語専門学校の堀田めぐみさん(19)の死亡が確認され、日本人の死者は4人となりました。

親族によると、9日に現地にいる堀田さんの父親から死亡を確認したという連絡があったということです。また、同じく死亡が確認された奈良女子大2年の川端恭子さん(20)の母校では、恩師らが早すぎる死を悼みました。

Prime Minister John Key said William would be at the Hagley Park service on March 18 representing the Queen.
He will also visit Greymouth to speak to the families involved in the Pike River Mine disaster.
His fiancee Kate Middleton won’t be making the trip Down Under with the Prince, however.

It was held at a venue called “Umbrella Revolution”, which is a part of the Adelaide Fringe Festival.  The line-up included Peter Helliar, Arj Barker, Tom Gleeson, The Boy with Tape on His Face, Tom Tom Crew, Mickey D and many more. TVNZ went over to film the show, which they have called Stand Up for Christchurch and which will go to air on March 16 in NZ.
It was a full house, and at the end a bucket was passed around and around $14000 was raised.

The building had been managed on behalf of the owners since they purchased it in 1991, soon after its construction.

Mr Jones said the building was green-stickered by the Christchurch City Council following the September quake.

That meant an inspection had been carried out by the council and the building deemed secure for occupation.

The property manager had then commissioned a detailed structural engineers’ report that raised no issues regarding the structural integrity of the building.

“The report recommended internal and external work be undertaken to repair superficial damage to the building fabric sustained in the earthquake and its immediate aftershocks,” Mr Jones said.

“This work was underway at the time of the building’s collapse.”

Mr Jones said last Tuesday’s earthquake appeared to have generated unusual forces that relatively modern buildings built to recent seismic standards were not able to withstand.

“An inquiry is therefore very important to establish why the building collapsed, so that something like this cannot happen again,” said Mr Jones.

Fire Service chief Paul Baxter says searching has begun in the surrounding buildings around the Hotel Grand Chancellor.

He confirmed that no more people were rescued overnight. Five more fires were started, some caused by people turning their power back on.

Mr Baxter said searches at the CTV building and the Pine Gould Corporation building are “progressing well” with an international team working through the rubble.

There was slow progress at the cathedral with some debris moved overnight, but falling masonry is a concern.

Organiser Louie Brown said although it is a “youth-led organisation” all walks off life are involved.

Mr Brown said current volunteers will need time out, so more volunteers will be needed in coming days to fill in.

He said reports of people impersonating officials was “very saddening”, and SVA workers now have green t-shirts to identify them, however not all volunteers have the shirts so he advises residents to use their discretion.

The closure comes amid fears of people at the Cowles Stadium centre getting measles and diarrhoea.

Sixty people staying at the centre have gone to Rangiora, 25km north of the city. The other 110 people who stayed at the stadium last night have found lodgings independently, Christchurch City Council said.

The chief coroner is hopeful more victims will be released to their families in the next few days.  The confirmed death toll stands at 113 with more than 200 missing. Information that may help identify victims should be given to the Red Cross via phone or staff on-site, Chief Coroner Judge Neil MacLean said.
“Every little bit of information helps us to get loved ones back to their families – distinguishing marks and clothing, where dental records can be obtained, their last known location and photos.”

【NZ地震】緊急援助隊派遣 政府専用機を被災地に(02/23 05:50)

ニュージーランドでのマグニチュード6.3の地震で、政府は、被災地の支援や救助のため、国際緊急援助隊70人を23日に政府専用機で現地に派遣することを決めました。

前原外務大臣:「政府専用機を持ってきて機材を積んで国際緊急援助隊に乗って頂いて、そしてニュージーランドにできるだけ早く向かって頂く」

緊急援助隊には、消防や警察、自衛隊などの災害救助の隊員のほか、医師や看護師ら約70人が参加します。また、被災した日本人の家族も希望すれば 政府専用 機に同乗させる予定です。菅総理大臣は改めて安否の確認などの強化を指示し、23日も関係閣僚会議で対応を協議することにしています。

“Business owners are advised to check their premises for damage and to engage a structural engineer if they are in any doubt about the safety of their building.  Premises inside the central city cordon area will be assessed by the urban search and rescue teams. Inspections of premises outside this cordon area are the responsibility of the business owner. Building owners must meet legislative requirements to ensure the safety of people using their buildings.

1) The cordon has been lifted in the area bounded by:
*        Durham Street/Cambridge Terrace
*        Montreal Street

*        Kilmore St

There will be full access to this area as at risk buildings have been isolated.

2) A cordon will remain in place in the area bounded by:

Building evaluations
By the end of the day Friday, 4069 building evaluations had been carried out across the city.

Of the 958 buildings inspected in the CBD 74.3% have received a green placard, 20% have received a yellow placard and 5.7% have received a red placard. (958棟のうちCBDで74.3%がグリーンの評価だった、イエロー20%、レッド5.7%)

Of the 2290 residential buildings inspected 86.55% received a green placard, 12.2% received a yellow placard and 1.25% received a red placard.

A red placard means people should not enter or occupy the building because it has been determined unsafe. It is not a demolition order.
Homes with a red placard require a further detailed structural assessment by a building professional. It is the building owner’s responsibility to contact the building professional to set this up. That assessment must then be discussed with the Christchurch City Council’s building evaluation and inspection team to determine options.

A yellow placard means the building has limited access and further structural assessment is needed by the owner’s consultants.

A green placard means the building has received a brief inspection only.
While no apparent structural or other safety hazards have been found, a more comprehensive inspection of the exterior and interior may reveal structural or safety hazards. It is the homeowners responsibility to set up this further evaluation. (グリーンの評価は簡易検査で追加の建物内外の詳細な検査は所有者の責任)

崩壊ビル、耐震基準の1.5倍の縦揺れ襲う NZ地震 2011/2/28 22:46

【ク ライストチャーチ=岩村高信】ニュージーランド・クライストチャーチ市の地震で、同市は28日、想定を上回る垂直方向の揺れ(縦揺れ)が、語学留学生らが 多数巻き込まれたビル崩壊を引き起こしたとの見方を示した。同市は「設計時の耐震基準は満たしていたが、予測していない揺れ方だった」と説明しており、今 後詳しい分析を進める。

同市によると、語学留学生らが通っていたCTVビルは1980年代に完成。当時の基準に従い設計されたといい、同市の担当者は「国際的に適用されていたものと同じ内容だった」と話す。

担当者は、昨年9月に同市を襲った地震は、縦揺れが耐震基準の30%程度で収まっていたが、22日の地震は150%に達したと指摘。「縦揺れによって、ビルは地面に2回たたきつけられた」(担当者)と分析する。

ニュージーランドの耐震事情に詳しい耐震設計専門の京大防災研究所、田中仁史教授(60)は、観測値も上下動が非常に大きかったことを挙げ、「震源が(約5キロと)浅かったことに加え、液状化現象が起きるほど緩い地盤が、揺れを増幅させたのでは」と分析する。

被災後のCTVビルの写真から、エレベーター側の柱が強く反対側の柱が弱いことで、揺れがねじれて加速した可能性を指摘する専門家もいる。想定外の揺れに加え、建物の構造上の問題が、ビルの倒壊を引き起こした可能性がある。

“ねじれるように揺れたか”

ニュージーランド南部で起きた地震で語学学校が入っていたビルが倒壊したことについて、現地の建物に詳しい専門家は「柔らかい構造の建物の中にエレベーターが設置された頑丈な部分があったために建物がねじれるように揺れ、倒壊した可能性がある」と指摘しています。

建築工学が専門の東京大学の神田順教授はおととし、クライストチャーチの大学に半年間滞在し、 ニュージーランドの耐震基準などを研究しました。神田教授によりますと、ニュージーランドの耐震基準では、倒壊を防ぐために建物に求められる強度は日本と ほぼ同じレベルになっているものの、地震の揺れを抑える力は日本の半分程度でよいことになっています。このため現地の建物の多くは、地震の際、ある程度変 形して揺れを吸収することで倒壊を防ぐ、柔らかい構造になっているということです。そのうえで倒壊したビルについて神田教授は「柔らかい構造の建物の中に エレベーターが設置された構造の頑丈な部分がある。このため、『偏心』と呼ばれるバランスの崩れた状態になり、エレベーター部分を中心に建物がねじれるよ うに揺れて倒壊した可能性がある」と指摘しています。また、神田教授は「建物の構造のバランスは設計の段階から考慮しているはずで、なぜ倒壊に至ったの か、実際の設計や地盤の状態などを含めて詳しく分析することが必要だ」と話しています。 CTVビル耐震構造

震度6強相当 940ガル「阪神」並みの揺れ

22日の地震(M6・3)で被災したクライストチャーチで、瞬間的な横揺れの強さを表す最大加速度が940ガルと、阪神大震災(最高800ガル) を上回ったことが、ニュージーランド地質・核科学研究所(GNS)の観測で分かった。加速度は計測装置の設置環境に左右されるが、強い横揺れが大きな被害 を及ぼしたとみられる。

GNSによると、縦揺れをもたらす上下動の最大加速度は1800ガルに達していた。産業技術総合研究所活断層・地震研究センターの吉見雅行研究員 (地震工学)は「建物によって揺れ方は違うので、最大加速度だけで被害の大小を語ることはできない」としながらも、「この規模の地震としては強い揺れだ」 と指摘。「地震が地下の浅いところで発生したことや、街の中心部が河口に近く地盤が軟らかいことなど悪条件が重なったのではないか」と語った。

情報通信研究機構の分析によると、クライストチャーチ中心部は震度6強に相当する強い揺れに見舞われた可能性がある。

消防庁消防研究センターと共同で開発した「国際版簡易型地震被害想定システム」による推定。気象庁によると、震度6強の揺れでは人は立っているこ とが難しく、耐震性の低い鉄筋コンクリート製建物の中には倒れるものもある。阪神大震災は最大震度7、07年の新潟県中越沖地震は最大震度6強だった。

同機構防災・減災基盤技術グループの滝沢修グループリーダーによると、震源の真上は震度5弱~5強と推定されたが、地盤が軟弱な市中心部で強い揺れにつながった。

今回の地震は、昨年9月に起きた地震(M7・0)の最大余震と見られている。東京大地震研究所の大木聖子助教(地震学)によると、震源は太平洋プレート内の活断層で、本震を起こした断層の延長線上にあり、これまで地震が起きていない「空白域」だった。 リンク 地下構造と地震波 長周期

NZ地震被災地でM6・0 6人負傷、一部建物が崩壊

 【シドニー共同】米地質調査所(USGS)によると、2月に大規模地震に見舞われたニュージーランド南島クライストチャーチ市近くで13日午後2時20分(日本時間同午前11時20分)ごろ、マグニチュード(M)6・0の地震が起きた。

午後1時ごろにもM5・2の地震が発生。被害の詳細は不明だが、地元紙プレス(電子版)などは、一部の建物が崩壊し、落下物に当たるなどして6人が負傷したと伝えた。AP通信によると、2人が教会に一時閉じ込められたが、救出された。

M6・0の地震の震源は同市の北北東13キロ。震源の深さは約9・6キロ。液状化するなどの被害が出たため、一部の道路が通行止めとなったほか、市街地の西方では約1万世帯が停電となった。

2月の大規模地震では日本人28人を含む計181人が犠牲となった。

Several people have been confirmed injured in a swarm of earthquakes that have struck Christchurch this afternoon, with six shakes since 1pm causing damage all around the city.

The largest earthquake, a 6.0, struck at about 2.20pm.

The first shake hit at 1pm and was a magnitude 5.5 quake, but has been eclipsed by the larger event.

It was felt as far away as Wellington and Invercargill and has seen Christchurch Airport evacuated, with reports that one runway may have been damaged in the shakes.

Fire Service spokesman Ian Lynn said a bridge has reportedly come down following the magnitude 6.0 quake – believed to possibly be on Gayhurst Road, Avonside.

He said there have been further callouts, mostly for broken water mains.

“This place is going mad.”

Police are evacuating the central city red zone after reports of a possible gas leak; and the Old Waimakariri bridge, Moorhouse Ave overbridge, Gloucester/Gayhurst bridge and Anzac Ave bridge are all closed.

The Merivale Mall has also been closed and the central police station has been evacuated.

The historic Lyttelton Timeball Station – which suffered significant damage in the February 22 earthquake, has collapsed.

Since the 6.0 shake, there has been two further earthquakes, with a 4.9 magnitude quake at 2.40pm and a 3.7 quake at 3.08pm.

The quakes have all been in the same area, about 10km east of the city and 10km deep.

Injuries and rescues

Two people have been rescued from a collapsed church in the centre of Christchurch and several people have been taken to hospital in the wake of the city’s latest shake, but there have been no reports of any serious injuries.

Sarah Martin of St Johns ambulance said six people have been transferred to hospital with “moderately serious” injuries.

Mr Lynn said two people have been rescued from the St John Church on Hereford and Madras streets, but they are not believed to be seriously injured.

The city was first struck at 1pm by a powerful 5.5 magnitude earthquake which was felt as far south as Dunedin.

The quake was at a depth of 11km, centred 10km south of Christchurch, off the coast of Sumner.

It was followed by a magnitude 4.4 aftershock eight minutes later, which struck in the same area and depth as the first shake, and another 3.4 quake at 1.28pm.

Police spokesman Stephen Hill said there had been no reports of serious injuries sustained in the aftershocks.

He said officers had cleared a collapsed unit on the corner of Stanmore and Worcester St and found no casualties.

Police were attending emergencies “right across the city”, with most calls focused on liquefaction damage in suburbs and building damage in the city centre, he said.

Calls to the Fire Service are coming largely from the coastal areas. All resources in the area are responding, including volunteer brigades. The Christchurch Urban Search and Rescue team has been deployed.

Herald reporter Jarrod Booker, who was at the Riccarton Racecourse attending the coroner’s inquest into 106 deaths at the CTV building during the February 22 quake, said there was severe shaking with the ground “moving side-to side” during this afternoon’s first shake.

“People started running out of the building, they were quite frightened.”

The first shake was felt in Ashburton, Timaru and Dunedin.

Damage report

There have been reports of liquefaction bubbling up from the ground in the central Christchurch suburb of Richmond and the outer suburbs.

Rocks have been seen falling from the hills in Sumner, while the University of Canterbury and Riccarton Mall have both been evacuated.

Lyttelton Tunnel closed briefly, but has reopened.

The Christchurch City Council say residents in Heberden Avenue, Sumner have been asked to self-evacuate for their own safety.

The council says it is still assessing the situation followibng today’s large aftershocks.

People are advice to limit their travel to ease congestion to make it easier for emergency service to travel.

A caller told Newstalk ZB’s Danny Watson the Centra Hotel opposite the Grand Chancellor is on a lean.

“It appears as though one of the walls on the western side is probably on a lean of 5 to 10 degrees.

“It looks out of place by 5 – 8 metres from the top down to the bottom.”

Another caller said that water is pouring out of buildings on Stanmore Road.

“It’s a funny colour. It looks like sewage.”

One Facebook user said they were “not enjoying being up the hill above sumner right now… Saw half a bloody cliff fall from that shake”.

Power and phone

Power and phone services have been cut around Christchurch.

The earthquake has impacted both the cellphone and landline network. Telecom says it is assessing any potential network impact.

Telecom is also urging customers to text word messages, rather than pictures or video, and to limit voice calls to help conserve load on the network.

Telecom said there was some evidence of overloading on its network “as you would expect when there has been a decent shake”.

Orion NZ says power has been cut to around 54,000 customers across Christchurch following the magnitude 6 earthquake.

Orion reports Spreydon, Sumner, Redcliffs, Heathcote, New Brighton, Dallington, Fendalton and St Albans have all been affected by power cuts.

Eastern update

Christchurch East MP Aaron Gilmore said he drove from his office to his home in his electorate after the 5.5 magnitude quake.

He said the areas which were heavily hit by liquefaction after the February 22 earthquake – Parklands, New Brighton, Bexley, Aranui – once again have flooded streets.

“There is mud, liquefaction water and potholes all along the streets that have already been repaired in the last few months.

“The poor guys who have been doing all that work – well they’re out there already.”

“It is pretty serious.

He said the magnitude 6 quake felt much stronger.

More damage at Cathedral

Christchurch Cathedral dean Peter Beck said the “very big” aftershock had shaken his temporary offices above Christ’s College.

Students had been evacuated and were gathering on the school fields, he said.

He had received reports about damage to homes and more damage to the city centre, but no word of injuries.

“We just hope and pray that no-one’s been hurt.

“It’s a hard time but at the same time we are an extremely resilient people. We will live through it. We will continue to recover and rebuild our city.”

The aftershock would have inflicted further damage on the severely earthquake hit Christchurch Cathedral, Mr Beck said.

Stronger ‘peak ground acceleration’

GNS Science seismologist Jennifer Coppola said the first earthquake would have felt stronger than last Monday’s 5.5 magnitude aftershock, as it had a stronger peak ground acceleration.

Ms Coppola said GNS Science had forecast between one and 10 aftershocks between magnitude 4 and 4.9, and between zero and two larger than magnitude 5 for Canterbury between May 19 and June 18.

“So we’ve hit the magnitude 5 and above number – hopefully there are no more.”

Residents have taken to Twitter to post about the quake.

Lilmagoolie said her house “wobbled like crazy” – with the shaking almost as bad as the February shock.

“Big quake. House still moving. Alarms going off everywhere.”

Mattdeevee said: “oh my gosh that was so scary!!!!!! Biggest since Feb by far 5.9?!”

Christchurch has been struck by a powerful 5.5 magnitude earthquake which was felt as far south as Dunedin.

15:32: The Ministry of Civil Defence and Emergency Management has activated the National Crisis Management Centre following today’s major aftershocks. National controller, David Coetzee, said the response to the aftershocks is being managed from the Christchurch City Council’s Emergency Operations Centre. Civil Defence said there are unconfirmed reports 10 people have been reported injured and there have been no fatalities reported to date,
The police headquarters and the offices of the Christchurch Earthquake Recovery Authority have been evacuated.
15:16: Christchurch East MP Aaron Gilmore said he drove from his office to his home in his electorate after the 5.5 magnitude quake. He said the areas which were heavily hit by liquefaction after the February 22 earthquake – Parklands, New Brighton, Bexley, Aranui – once again have flooded streets. “The damage – there is mud, liquefaction water and potholes all along the streets that have already been repaired in the last few months. “The poor guys who have been doing all that work – well they’re out there already.”

15.04:Fire Service spokesman Ian Lynn said a bridge has reportedly come down following the magnitude 6 quake – believed to possibly be on Gayhurst Road, Avonside. He said there have been further callouts, mostly for broken water mains. “This place is going mad.”
15.04: Orion said power has been cut to around 54,000 customers across Christchurch following the magnitude 6 earthquake.
14.37: A caller told Newstalk ZB’s Danny Watson that water is pouring out of buildings on Stanmore Road. “It’s a funny colour. It looks like sewage.”
14.32: Christchurch has been rocked by another aftershock, which some have said felt worse than 5.5 magnitude one that struck at 1pm. The latest one struck around 2.20pm. It was felt widely around the South Island.
14.30: Telecom said its mobile and fixed network are operating well, but there is some congestion. Immediately after the aftershock three cell sites when down as they lost power, but are now all operable. Cellphone users are asked to use texts rather than making calls.

13.58: Orion is reporting power has been cut to 10,000 customers in east Christchurch, from Heathcote to Brooklands including Bromley, Belfast and Marshland. Power has been restored to parts of Dallington and Avonside, Orion said, and is expected to be restored to the city by nightfall.
13.58: Christchurch police spokesman Stephen Hill said there were fears people were trapped inside a collapsed unit on the corner Stanmore and Worcester street. He said emergency services had been called to clear the rubble from the the building site.

13.36: Christchurch Mayor Bob Parker said the earthquake felt at least as powerful as the February 22 quake, but much shorter in duration.

He had received early reports of buildings buckling in the city centre and was still waiting to hear whether there were injuries to staff working in the area.

The council building had been evacuated, he said.

“I must admit I was very concerned. Our building was rattling and shaking. Trees in the streets were waving at crazy angles.”

The quake would have brought back traumatic memories for many residents, Mr Parker said.

“It doesn’t even take a 5.5 magnitude to bring back traumatic memories. Any quake brings it all back. All your can do is wait. That’s all. You can’t move.”

13.35: A Facebook user writes: “Not enjoying being up the hill above sumner right now… Saw half a bloody cliff fall from that shake.”
13.34: Joy Reid, of TVNZ, tweeted about being in Riccarton mall.
“Stuff fell off shelves.People crying. Everyone leaving,” she tweeted.
13.33: The earthquake has impacted both the cellphone and landline network. Telecom says it is assessing any potential network impact.
13.30: Andrew Leckie from the suburb of Shirley says the power is out, with more damage around the house. He says “it felt as big as the Feb22nd quake here!”.
13.27: There are reports of fresh damage in the Christchurch’s CBD. One caller to Newstalk ZB described the quake as “huge”.
13.27: Initial reports are that phone lines are down and rocks are falling off Sumner’s hills.
13.20: Buildings have been rocked throughout Christchurch in what is being described as the biggest aftershock to hit the devastating February 22 quake.

Residents have taken to Twitter to post about the quake, with many describing it as powerful and estimating it at a near 6 magnitude.
